Librarian of Manchester's Commercial Library from 1926 until 1932 and Chief Assistant from 1941 until 1943 he was substantially responsible for the highly successful removal of the Reference Library to the new Central Library in 1934. He compiled the chapter on London (south of the Thames), Kent, Middlesex and Surrey for the LA's 1938 Survey of libraries.
